Toledo council approves 28E agreement for bandstand, releases old CDBG liens and names county representatives

Mayor Brian Sokol and the Toledo City Council on Dec. 8 approved a resolution authorizing a 28E intergovernmental agreement with Tama County to support the Toledo Bandstand project and completed several administrative actions, including releasing old CDBG liens and naming county representatives.
The council approved Resolution #2025-25 on a motion by Joe Boll, seconded by Vesely; all present voiced aye and the motion carried. The approved consent agenda also included payment of invoices totaling $177,474.48 and payroll checks of $40,064.92, for combined disbursements of $217,539.40.
Why it matters: the 28E agreement formalizes collaboration with Tama County on the bandstand project, which already appears in the claims list: a masonry payment for the Toledo Bandstand of $18,400.86 to Dunn Custom Masonry was included on the invoices presented to council.
The council also approved a motion by Cook, seconded by Goodhart, to release liens filed in 2001 and 2002 related to Community Development Block Grant (CDBG) housing grants on three properties: 207 N. Broadway; 205 E. State; and 403 S. Green. The motion passed with all present voicing ayes.

All recorded motions that carried were adopted by voice/roll call with all present members (Mayor Brian Sokol; Councilmembers Vesely, Boll, Goodhart and Cook) voting in the affirmative. Councilmember Pansegrau was absent.
Next steps and context: the bandstand project has associated invoices shown in the meeting claims; the 28E agreement establishes intergovernmental responsibility with Tama County.
