City manager briefs council on Air Expressway rehab, CarMax, Miliski and Marconi Park turf project

City staff told the Adelanto City Council on June 10 that several major infrastructure and economic development projects are moving forward this summer, including roadway rehabilitation, private development and park improvements.
City manager reported the Air Expressway rehabilitation project (two miles between Highway 395 and Raccoon Avenue) is out to bid with a scheduled June 16 bid opening, estimated at approximately $4 million and expected to begin construction in July with completion targeted for mid‑August. The scope includes about six inches of new asphalt to improve safety and accommodate heavy local traffic and school buses.
Staff also updated council on the private CarMax service center: phase 1 on a 23‑acre parcel has completed off‑site installation of a 15‑inch water and sewer utility and the overall project (approximately 48 acres and an ~80,000 sq. ft. building) is expected to create roughly 225 direct jobs and be operational in early 2027. The Miliski logistics project—described as roughly 451 acres with seven distribution warehouses totaling several million square feet—remains under environmental review and is anticipated to reach the planning commission in mid‑August.
On parks, the Marconi Park turf replacement project is set to begin soon with an expected completion by late July or early August; staff emphasized it will improve playability and safety and the mayor asked that field markings include soccer dimensions in addition to football lines.
The city manager emphasized that the Air Expressway project is funded by Measure I revenues and transportation reserves and will not impact the general fund. Council members congratulated staff and discussed outreach to sports groups to document facility use and capture historic photos for the renovated chambers.
