The City of South Miami approved a resolution Oct. 21 authorizing the city manager and city attorney to negotiate and execute a purchase-and-sale agreement for a vacant parcel at 6540 Manor Lane, with a purchase price shown in the letter of intent of $1,100,000 and standard due diligence steps including an appraisal and survey.
City staff told the commission the proposed timeline calls for a 30-day due-diligence period followed by closing about 30 days after inspections end, with the city providing a $10,000 deposit. The finance director explained the city has a solicitation for a short-term line of credit and a reimbursement resolution that would allow the acquisition to be rolled into a bond issuance within three years.
Commissioners discussed appraisal risk and asked that the item return to the commission if the appraisal came in below the offer price; staff agreed to extend the closing window to 75 days (total) so the city could arrange financing. Commissioner Rodriguez and others emphasized that acquisition would require follow-up funds for improvements and upkeep if the parcel becomes a park.
The commission approved the resolution as amended, including the appraisal trigger to return to commission for further direction.
