The Rio Rancho City Council approved a slate of items including land-use changes, a community development action plan, a franchise for a fiber provider, a roads contract and fiscal-year closeout adjustments.
On land use, the council adopted Resolution R52 to amend the Los Diamantes master plan and approved Ordinance O13 to rezone Tract 2-A-1 from Business Park to C-2 (wholesale and warehousing). Director Amy Rincon told the council the changes address side-yard setbacks, building placement and outdoor self-storage standards; the Planning & Zoning Board had unanimously recommended approval.
The council adopted R53, the Community Development Block Grant (CDBG) action plan for fiscal year 2025. Director Jaramillo said the year's allocation is $470,571 and that proposed recipients include Haven House, Sandoval County permanent supportive housing, ADA remediation projects and improvements at Star Heights Skatepark.
On infrastructure and contracting, the council granted O14, a nonexclusive franchise to EZ Fiber Texas LLC to install and operate a fiber-optic system in city rights-of-way. The council also gave advice and consent to award contract 24127PW for the College Boulevard Extension (King Boulevard to Center Boulevard) in the amount of $1,649,643.51; Director Gottliff said the project is funded from the Higher Education Facilities Special Fund and will include sidewalks, bike lanes, lighting and ADA curb ramps to serve UNM and CNM.
Finally, the council approved R54, a routine year-end budget resolution to recognize final FY24 changes for grants and revenue-recognition adjustments necessary to close the fiscal year and satisfy DFA requirements.
Roll-call votes on the matters recorded in the meeting transcript show unanimous support among the councilors present for these items.
The meeting closed after a city manager report that included upcoming July 4 events and a reminder that Rio Rancho’s fireworks ordinance limits legal fireworks to those with 'safe and sane' labels; Fire & Rescue said crews will be actively monitoring neighborhoods in the lead-up to the holiday.
