Bonnie, the plan’s attorney, told trustees that deadlines for web and mobile accessibility compliance were extended by one year and that the controlling timeline depends on municipal population thresholds. Because Edgewater’s population falls under the 50,000 threshold discussed in the memo, Bonnie said the city and the pension documents that must be posted will have until 2028 to meet the updated standard.
She outlined three practical options the board should consider: ask service providers to deliver accessible documents, contract with a vendor to convert existing documents, or rely on a city vendor to perform conversions. Bonnie said Foster and Foster previously paid about $1,500 per valuation to make documents compliant and that some actuaries now report conversion costs as low as $8 per page if done in bulk or in-house.
Bonnie recommended trustees plan for the work as they enter new contracts and to confirm whether Foster and Foster’s client portal materials are already accessible. Trustees asked Bonnie to check and report back.
