DDA advances Main Street vision, approves East Main right-of-way survey and defers audio system purchase

The Middleville Downtown Development Authority reviewed the Main Street Vision Plan and approved a technical survey to identify legal right-of-way on East Main Street at its April 7 meeting.
Staff and the design committee described the vision plan as a comprehensive streetscape concept, including intersection sketches and standards to guide implementation. Staff said the plan would next be presented to the planning commission and then the village council for consideration.
Because the village’s records do not include accurate legal descriptions in places along East Main, staff recommended hiring a surveyor. The board approved a Williams & Works proposal for right-of-way identification and mapping, not to exceed $10,500, and asked staff to coordinate survey deliverables with county GIS so the public record is updated.
Separately, staff reported that the downtown audio system vendor had submitted a revised quote of about $60,229 after a prior estimate near $72,000. Board members noted limited available design-committee funds (the packet showed roughly $18,280 unallocated after accounting for other approvals) and agreed replacement is more feasible as a 2027 budget item; there was no purchase authorization at the meeting.
Staff closed the agenda items with a request that board members review the vision plan and provide feedback prior to any formal submission to the planning commission.
