The Middleville Village Council adopted the proposed FY2027 capital improvement plan (CIP) at its April 14 meeting, approving a list of prioritized infrastructure projects and funding targets for the coming budget year.
Key items in the CIP include a total reconstruction of Fremont Street (water, sewer, curb, gutter and surface work), an expanded and potentially multi-year Department of Public Works (DPW) facility project, $25,000 budgeted for Spring Park maintenance and upgrades, land-acquisition set-asides (illustrated at $50,000/year), a pavement/parking lot improvement adjacent to Far (approx. $24,181 recorded in packet), wayfinding and placemaking investments (packet showed $67,000 for placemaking improvements), and an allocation (not to exceed $10,000) for a right-of-way survey to clarify sidewalk/property boundaries.
Staff acknowledged that the local fund balance has declined in recent years because of prior large projects and cautioned the council that continuing the same pace of capital work will further reduce reserves. They noted the LDFA has no projects slated this year and will grow, providing an offset. Council members discussed options including pursuing outside grants or bonding and agreed to proceed with the adopted CIP while monitoring fund balances.
Why it matters: The CIP directs where village capital dollars will be spent and sets priorities for road reconstruction, park upgrades and public works capacity. The Fremont Street reconstruction in particular will be a major multi-component project affecting drainage and utility infrastructure.
Next steps: Staff will incorporate the adopted CIP into the FY2027 budget process and return with project schedules and funding plans; council may adjust phasing if funding or grant opportunities change.
