Middleville DDA approves reimbursements, right-of-way survey and financial policy updates

The Middleville Downtown Development Authority voted on a series of administrative measures at its April 7 meeting, approving reimbursements, contracts and policy updates that the board said support downtown placemaking and future street improvements.
The board approved a motion to reimburse the village for placemaking-related costs on the Railroad Street improvements project, a package staff described as approximately $67,000 in added placemaking features above the base project. Staff presented design renderings and a timeline that anticipated work beginning in late July; the board authorized staff to prepare a reimbursement agreement.
The board also authorized reimbursement to the village for eligible improvements to Parking Lot F consistent with phase one of the DDA development plan, with reimbursement to occur over up to three years and the option to accelerate repayment if fund balances permit.
On new business the DDA approved a professional-services contract with Williams & Works for East Main Street right-of-way identification and mapping, not to exceed $10,500. Staff said accurate right-of-way descriptions are necessary for planning, permitting and future street-state improvements and that incomplete records have hampered some design work along Main Street.
The board adopted a set of proposed amendments to the DDA’s financial administrative policies after staff and the auditor prepared draft language affecting budgeting, procurement and bonding procedures. Auditor Dan Bellheiser was referenced during the policy discussion.
Separately, the board voted to add Independent Bank to the list of authorized depositories; staff said the move ensures an additional option for future banking needs. The meeting packet also included approval of professional development spending (two EDFP courses) and a small-event budget not to exceed $2,500 for downtown business goal-setting sessions.
All motions listed above were approved by roll-call or voice vote as recorded in the meeting. Several items—most notably the audio system replacement—were discussed but deferred for the 2027 budget cycle.
The DDA closed with director and staff updates on volunteer engagement, business retention visits and a planned May 6 business meet-and-greet.
