Committee member (S4) described the draft program and said the board would serve as the banner approval group. S4 proposed an access fee of $10 per pole per week and outlined vendor responsibilities for installation and removal. The draft would require banners to be removed within one week after an event; S4 stated, "That must be removed within 1 week after the event." (S4). Board members debated whether the $10 fee would be sufficient to cover administration and whether installation costs charged by vendors would be separate from the access fee.
Members discussed operational options for scheduling — monthly rotations, a minimum four-week block system, or fixed monthly swaps — and raised practical questions about the number of poles (one speaker estimated 50–59) and who would coordinate schedules with third-party installers. S5 suggested outreach to downtown businesses using an updated business directory to solicit preferences. The board agreed staff should refine an operational schedule and return with clearer pricing and responsibilities before final adoption.
