Winfield committee approves $117,792 in bills, creates handicapped parking spot and authorizes CDBG/HOME/ESG cooperative agreement

The Winfield Township Committee unanimously approved payment of bills totaling $117,791.81 at its July 21, 2025 meeting and took several routine actions affecting municipal services and intergovernmental grant participation.
Commissioner Adam D. Koomer moved and Commissioner Joseph P. Byrne seconded approval of the bills and requisitions; all members present voted yes. The bills list included a $70,804.00 third-installment liability insurance payment, $9,166.66 for recycling pickup services, $6,892.11 for third-quarter Winfield dispatch services, and routine vendor payments for police uniforms, library services, and utilities. The committee also listed requisitions totaling $2,210.00 for training, interpreters and public defender services.
By unanimous vote the committee adopted Resolution 25-32 establishing a handicapped parking space at 7 Atlantic Drive and authorized signage. The committee also adopted Resolution 25-33 authorizing the mayor and municipal clerk to execute a modification to the County cooperative agreement so Winfield may participate in Union County programs under the Community Development Block Grant (CDBG), HOME Investment Partnership and Emergency Solutions Grants (ESG) for fiscal year 2025–26; the resolution cites N.J.S.A. 40A:65-1 et seq. as the enabling authority.
During the citizens’ forum resident Paige Elster asked about the status of grants and whether the local track was covered by CDBG; Mayor Robert F. Reilly and the acting clerk said, "CDBG is being used for senior services," and that the track project is a Department of Community Affairs (DCA) grant and the township is awaiting funding. Resident Matt Miller asked for an update on an Assistance to Firefighters Grant (AFG) application, raised storm-response concerns and urged consideration of a small rescue boat and additional training for the fire department; Mayor Reilly and Commissioner Koomer discussed possible next steps.
The meeting adjourned at 7:15 p.m. All routine approvals were adopted without recorded dissent.
