Weymouth Township Committee adopts series of routine resolutions after solicitor discloses long-standing ACUA ties

The Weymouth Township Committee unanimously adopted five resolutions at its Dec. 17 meeting, including Resolution 102-2025 concerning an Atlantic County Utilities Authority (ACUA) landfill expansion, after Solicitor Emanuel Sanfilippo, III disclosed his law firm's long-standing representation of the ACUA and asked whether he should step down from the matter.
Sanfilippo told the Committee that his firm Nehmad Davis & Goldstein, P.C. represents ACUA and has done so for nearly as long as it has represented the Township. He stated, "Resolution 102-2025 is not a document that he or any member of his firm drafted, nor is it [a] document that was brought to the attention of the Township Committee by him or any member of his firm." He told the record that he did not view the ACUA and Weymouth as adversaries for purposes of the resolution and asked the Committee to decide whether he should step down. The Committee indicated it believed no conflict was present and proceeded to adopt the resolution.
By unanimous motions (Norton/Keiffenheim) and roll calls (Norton—yes; Keiffenheim—yes; Haeser—yes), the Committee approved:
- Resolution 101-2025 (Shared Service MUA) — adopted unanimously. - Resolution 102-2025 (ACUA Landfill Expansion) — adopted unanimously after the solicitor’s disclosure and the Committee’s determination of no conflict. - Resolution 103-2025 (Debbie D’Amore Day) — declared Friday, Dec. 19, 2025 in honor of Debra A. D’Amore’s 25 years of service. - Resolution 104-2025 (RevolutionNJ) — adopted unanimously. - Resolution 105-2025 (Budget Transfer) — adopted unanimously.
The meeting record shows the motions to adopt each resolution were moved and seconded as indicated and recorded by roll call.
