At its July 23 meeting, the Union City Borough Council unanimously approved several routine actions: accepting a $5,000 quote from Mansfield for storm sewer and sinkhole pipe repair in Municipal Lot #1; awarding the Devereaux Park/French Creek Trail project to Vavala Concrete for $84,774; approving a Right‑to‑Know policy update to clarify anonymous requests; and adopting a resolution authorizing application for Broadband Ready Community designation and appointing the Erie Area Council of Governments as the borough's municipal broadband champion.
Streets Supervisor Bob Phillips reviewed options for repairing a sinkhole and storm sewer problems, reporting that crews had placed dye in a storm drain near Hogan’s Alley and that "it is getting into the sanitary lines that go to Municipal Lot #1." The supervisor said he is arranging camera inspection up to where the line ends near the Salvation Army. Two contractor quotes were discussed: McLallen Construction at $6,800 and Mansfield at $5,000; Councilor James Kerns moved to accept Mansfield's $5,000 quote, with the borough providing pipe and fittings (the minutes state the borough's cost for pipe and fittings as $5,000), and Councilor Steadman seconded. The motion carried unanimously.
Bids were opened for the Devereaux Park/French Creek Trail project; Vavala Concrete submitted the low bid of $84,774. Councilor Osborn moved and Councilor Steadman seconded awarding the contract to Vavala Concrete; the motion carried unanimously.
Solicitor Wachter recommended clarifying language in the Right‑to‑Know Rules and Regulations regarding anonymous requests; Councilor Osborn moved to approve the updated language and Councilor Steadman seconded; the motion carried unanimously.
On broadband, the minutes record a public meeting held earlier at 5:45 P.M. with no public attendees. Council adopted a resolution authorizing application to the PBDA for Broadband Ready Community designation and appointing Erie Area Council of Governments as the borough's municipal broadband champion. The motion was moved by Councilor Kerns and seconded by Councilor Winkler and carried unanimously.
Other business included agreement to advertise amendments to the parking ordinance and to send amended zoning ordinance language to Erie County Planning and Union Area Planning for comment before advertising. The meeting adjourned at 6:38 P.M.; an executive session to discuss personnel and contracts ran from 6:42 to 7:37 P.M. with no action taken.
