Union City council approves canoe/kayak launch contract, removes lien and awards Renaissance grants

Union City Borough Council voted unanimously Aug. 27 to remove a lien on a donated landbank property, accept a contractor quote for a canoe and kayak launch, and approve seven Renaissance grant applications.

The council approved a motion to remove and satisfy the Borough's lien on 121 East High Street for approximately $2,690. Councilor Kerns moved the motion, which Councilor Steadman seconded; the motion carried unanimously.

Borough Manager Cindy Wells presented two quotes for installation of a canoe/kayak launch at the American Legion ball field: Blum Property Services LLC quoted $18,541.50 and Construction Services of PA quoted $16,679. Because the project cost was under $23,200, bids were not required. Councilor Osborn moved to accept the $16,679 quote from Construction Services of PA contingent on receiving an easement from the American Legion; the motion carried unanimously.

Wells also reported seven Renaissance grant applications totaling $60,606 in proposed project costs and requesting $23,600 in grant funding. She said $90,547.35 remains in the Renaissance Grant fund. Councilor Steadman moved and Councilor Osborn seconded approval of the recommended seven applications totaling $23,600; the motion carried unanimously. Wells said the projects were recommended because the property improvements will help combat blight.

The council recorded these motions as routine, unanimous actions and did not discuss amendments to the proposals. The canoe/kayak contract award is contingent on the borough receiving the easement from the American Legion; the council did not set additional conditions or a construction start date in the meeting.
