The recommended fee for the feather‑flag permit was reduced to $25 per year from a pilot structure that previously charged more frequently. The proposed code change also revised special‑activity permit thresholds and allowed the technical review committee to consider alcohol at certain special events.
Public comment included practical questions about how many flags or banners a business could display and whether adding banners would clutter US‑1. One resident asked whether banners were allowed; staff clarified that the proposal limits one feather flag per business per year and creates guardrails for professional banners. A council member said most businesses would likely choose one or the other because of cost, while others cautioned against overloading the corridor.
Council approved the measure on first reading and separately approved a companion resolution (2025‑R‑02) reducing fees: feather‑flag fee to $25 per year, mural permits from $500 to $50, and special‑activity daily fees from $100 to $25 for events under 2,000 attendees.
Implementation: Staff will issue permitting guidance and return with any adjustments or enforcement clarifications at the next reading.
