City staff told the board that language in the Florida Shores drainage building‑permit moratorium will be amended: the moratorium’s trigger language will change from references to 'impervious' area to a 'no‑fill' standard so that routine permits (for sheds, fences and similar work) can be processed again. Staff said the moratorium had caused staff to decline roughly 30–40 permit applications in the affected area but that only seven houses were built in Florida Shores last year, so the immediate impact was limited.
"So it will not be so that'll be going to planning and zoning next week, and the language will change from impervious to no fill," City staff (Ryan) said, adding that permits will be issued again after the amendment.
Separately, staff said the city council eliminated a prior pilot program limiting feather flags and will replace it with an annual permit structure: each business may have one feather flag out year‑round and may also have a 4‑by‑8 freestanding banner, with an annual permit fee of $25. Staff framed the change as simplifying permit administration and reducing visual congestion on US‑1 and other corridors.
No ordinance amending the moratorium or sign code was adopted at the meeting; staff indicated the moratorium language change will go to planning and zoning and that the sign‑code change follows council direction.
