The meeting was called to order by President Miley, who asked the clerk to call the roll. The clerk recorded Supervisors Halbert and Barquez as present, noted that Supervisors Tam and Carson were excused, and confirmed President Miley was present.
The clerk provided instructions for public participation, including a two-minute limit for speakers and a warning that disruptive conduct would not be tolerated. When the board opened public comment on closed-session items, the clerk said, "There are no speakers." With no public speakers on those items, the board recessed into closed session.
After the board returned from closed session, County Counsel was asked whether any reportable actions had been taken. The clerk told the board there was none. The meeting concluded when President Miley announced the special meeting was adjourned.
