Edgewater council restates firefighters' pension (1st reading), approves fee increases, budget amendment, right-of-way and CDBG scope reduction

Edgewater’s City Council on Aug. 18 approved a series of measures that will shape city operations and project schedules, voting on a pension restatement, an updated fee schedule, a budget amendment, acceptance of a right-of-way deed and a reduced CDBG scope of work.
Ordinance 2025-0-11 (first reading) — the Council approved on first reading a restatement and adoption of the City of Edgewater Firefighters Pension Plan that repeals seven prior ordinances and consolidates changes into a new plan restatement. Interim City Manager Mahoney told the council the restatement is a "new plan restatement" and that the proposed change "will have no financial impact." Staff recommended approval; the first reading passed on a roll-call vote with all members recorded as voting yes.
Resolution 2025-R-27 — staff presented a revision to the city's schedule of fines, fees, costs and administrative fees mostly increasing building permit fees, raising the police detail rate and increasing water and sewer impact fees per a consultant's recommendation. Council discussed that utility customer bills will not increase this year. The council approved the resolution; the roll call recorded four yes votes and one no from Councilwoman Davos.
Resolution 2025-R-31 — Finance Director Bridget Bass presented a fund-level budget amendment to revise the fiscal 24/25 budget pursuant to itemizations in Exhibit A of the resolution. Bass described the amendment as a technical revision across funds and recommended adoption. The council adopted R-31 by unanimous roll call.
Resolution 2025-R-32 — the council accepted a quitclaim deed from FPL conveying 25 feet of property for right-of-way on Clinton Cemetery Road to allow a signalized intersection at Jones Fish Camp Road, Clinton Cemetery Road and South Beach Avenue. Staff said there is no cost to taxpayers; the council approved the deed acceptance unanimously.
CDBG FY2021-22 scope reduction — staff requested a reduced scope for a Small Cities Community Development Block Grant project because construction-cost increases prevent completing the original scope. Staff said the reduction limits lighting to approximately 7,880 linear feet and reduces sanitary sewer work to 8-inch sewer and 300 vertical feet of manhole lining; staff recommended approval and council adopted the reduced scope. During discussion a councilmember warned that delaying capital projects could total about $3 million across several years; staff referenced an approximate $350,000 figure related to proceeding with work as reduced.
Next steps: staff will file the pension plan restatement with the Division of Retirement at the Florida Department of Management Services as required, implement fee schedule updates and proceed with budget adjustments and right-of-way recording as approved. The CDBG project will proceed at the reduced scope and staff will incorporate the schedule and funding effects into future capital planning.
