William Bechorat, the applicant and owner for 15A Mountainville Road, described revised drawings and on‑site constraints to the Danbury Environmental Impact Commission on April 23, saying the steep slope and boulder fields make a low‑impact driveway difficult and that the house footprint will be reduced within a proposed envelope.
Commissioners and staff pressed for quantitative measures. Commissioner Gary Dufel asked the applicant to provide numbers for direct wetland impacts—square footage and cubic yards of fill—comparing the original proposal to the current plan. Larry, the city’s environmental compliance inspector, said the commission needs engineering details for any walls over 3 feet, sealed and stamped by a professional engineer, as well as cut‑and‑fill calculations, grading and erosion‑control plans and top/bottom elevations on wall sections so staff can estimate appropriate bond amounts.
Bechorat asked for an extension to assemble the requested materials. The commission granted a 65‑day extension by motion (moved by Gary Dufel) and voice vote. The commission also voted to table the application to the next regular meeting on May 14 so staff can complete a substantive review of the new submissions.
The commission recorded no final permit decision; staff specified the next submission should include as‑built comparisons, a functional values assessment of nearby wetland areas if warranted, detailed drainage plans for roof and surface runoff, and cut‑and‑fill calculations to support a bond estimate.
