Montrose council approves Brownfield plan, two ordinances and multiple contracts; livestreaming policy tabled

At its Oct. 28 meeting the Montrose City Council approved a Brownfield redevelopment plan for 106 W. State St., adopted a PUD zoning article and amended the city’s general business license ordinance, approved several contracts and a holiday lease, and tabled a proposed livestreaming policy.
The Montrose City Council on Oct. 28 approved a package of redevelopment, zoning and administrative measures while tabling a proposed live-streaming policy until the next meeting.
Council adopted a Brownfield Plan for Ramby, LLC to redevelop 106 W. State Street (parcel #60-17-581-008) after a resolution moved by Councilmember Todd Pangle and seconded by Mayor Pro-Tem Mark Richard passed by unanimous roll call. The council also approved an agreement with Bendzinski & Co. to perform a user rate study and a Professional Services Agreement Amendment No. 1 with Fleis & VandenBrink Engineering, Inc. for additional work related to the city’s DWAM grant; both motions passed unanimously.
The council passed a resolution enabling the city to be eligible for the Fire Insurance Withholding Program and approved amendments to the Administrative Personnel Handbook aligning leave and time-off policies with ESTA. The council renewed a lease with LeClerc Display Co. for Christmas decorations at a cost of $1,680.00.
In zoning and ordinance work, the council adopted Zoning Ordinance Article 14 (Planned Unit Development, PUD) on a 6–1 vote, with Councilmember Todd Pangle voting nay. The council also adopted Ordinance No. 461 to amend Article III of the city code governing General Business License registration; the roll call showed six ayes and one abstention (Councilmember Lori Machuk abstained).
A motion to adopt a City Council live-streaming policy was tabled for further review at the next meeting after a motion by Mayor Pro-Tem Mark Richard and seconded by Councilmember Ryan Heslop carried to postpone the item. Staff provided an informational report on Community Development Block Grant (CDBG) funding; no action was taken on that report.
Routine consent items approved included minutes, bills, department reports (police, fire, code enforcement, DPW, building inspection), Genesee County 9-1-1 and several administrative reports, plus approval of a community event application for the Homecoming Parade. Mayor Tom Banks presented Dr. Linden Moore as Citizen of the Month; the council also voted to recognize individuals who assisted with tree planting as Citizen(s) of the Month for November.
The meeting concluded after reports from boards and commissions and was adjourned at 8:50 p.m.
