Danbury Planning Commission continues two hearings, gives positive referrals on three city-council items

At its April 16 virtual meeting, the Danbury Planning Commission continued two public hearings to May 7, 2025, and issued positive referrals to city council on three council items: two time extensions for water/sewer projects and a request to acquire a small parcel on White Street. Arnie Sherman, chair of the Danbury Planning Commission, opened the April 16 virtual meeting and announced a quorum and meeting logistics before moving through a brief agenda.
The commission continued two public hearings at the applicants’ requests. The first hearing, for 2 GPR owner LP (special exception number 754) at 2 Great Pastor Road — a mixed set of proposed uses including storage and wholesale distribution in the IL-40 zone — was continued to the commission’s May 7 meeting “at the request of the applicant’s agent,” Sherman said; no testimony was taken. Later the commission accepted a letter from the applicant for the Bright Ravens/ Banbury LLC matter (special exception number 804) asking for a continuance to May 7 and a 14-day extension on the application; the commission granted that request as well.
Jennifer Emminger, deputy planning director, presented three referrals the commission had received from city council. The first (council agenda item no. 11) asked for a time extension to a previously approved water-main extension at 21 Old Sherman Turnpike; Emminger said the original approval and positive referral dated to 2018/2023, but the 18-month approval period expired on Aug. 7, 2024. Emminger said staff had no objection to recommending the extension, subject to standard coordination with engineering, public works and corporation counsel. Commissioner Helen moved for a positive referral subject to those staff recommendations and the motion was approved.
The second referral (council agenda item no. 12) was a renewal of water and sewer main extensions for Fairfield Avenue and Morton Street, previously approved by city council in 2023 and nearing expiration. Emminger again said staff had no objection. The commission voted to forward a positive referral subject to the stated compliance requirements.
The third referral (council agenda item no. 17) asked the city to acquire roughly 166 square feet of property at 233 White Street to accommodate ongoing corridor and intersection improvements near White and Locust. Emminger said the acquisition had been discussed previously and that staff recommended a positive referral, subject to any terms and conditions corporation counsel or public works might require. The commission approved the positive referral.
The commission approved the minutes of its April 2 meeting with one abstention from Commissioner Helen, who said she had not sufficiently reviewed the minutes. With no further business, the commission adjourned at 7:15 p.m.
What happens next: All continued hearings and the referrals will return to the commission on May 7, 2025, or proceed through the city-council process as applicable.
