Alachua County adopts multiple initial assessment resolutions, renews Live Local Act opt-out; hospital assessment deferred

The Alachua County Board of County Commissioners approved a series of initial assessment resolutions and administrative items tied to the FY2026 budget and set public hearings where required.
Fire services: County staff recommended an initial fire services assessment that sets tier 1 at $132.47 per parcel and tier 2 at $7.28 per equivalent benefit unit (EBU). Commissioners asked whether the change should be advertised as an increase even though staff said the assessment structure was designed so the measure would not generate additional revenue overall; staff explained raising the base tier means some small-parcel owners may see an increase while others will see reductions. One commissioner described the structure as "a really regressive way to do this," while staff and other commissioners said tiering is preferable to a single flat readiness rate and noted hardship exemptions are available. Harold Theus of Fire Rescue listed exemptions cited in staff materials, including 501(c)(3) nonprofits, 100% disabled veterans, hardship exemptions and an agricultural exemption limiting assessments to improved residential structures in certain agricultural settings. The board voted to authorize notice of the public hearing and adopt the initial assessment resolution by voice vote.
Sugarfoot Oaks Cedar Ridge: Staff brought an initial assessment resolution proposing a $10-per-unit fee that staff estimated would generate $99,240 and a proposed operating budget of $104,453.60 to be incorporated into the county budget. The board approved the resolution and authorized the notice of a public hearing.
Solid waste: Staff noted a fiscal-note typo but confirmed there is no solid-waste assessment increase for FY2026; the board approved the initial-resolution and notice by voice vote.
Stormwater: Staff proposed keeping the stormwater non ad valorem assessment at $60 per equivalent residential unit (ERU), with a maximum estimated annual assessment of $3,600,000; the board voted to adopt the resolution and set the hearing.
Hospital assessment: Staff said the hospital non ad valorem special assessment will be revisited on Sept. 23 because Medicaid-rate information expected for that item was not yet available; staff recommended recognizing unanticipated revenue contingent on forthcoming details and the board approved the procedural resolution.
Other business: Staff recommended, and the board approved, renewing Alachua County's option to opt out of certain tax exemptions under Florida's Live Local Act; the board will continue to bring the opt-out resolution back annually for reaffirmation.
