Board approves $182,177 capital-reserve withdrawal and facilities plan amendment for Early Childhood Center

The board approved the withdrawal as part of motion 224-511 after discussion at the finance and buildings & grounds committee. Business Administrator Paul Murphy told the board the funds would reimburse the general account for unforeseen ECC repairs, citing parking-lot paving, removal of trees, gutter replacement and remediation of flood water and drainage issues as the anticipated uses. The motion was contingent on LRFP amendment approval and confirmation from the NJDOE County Office.
Board members also approved renewal of the district’s transportation contract with Scholastic Bus Services for four routes at a daily rate of $306.04 per route, a contract the board recorded as totaling $220,349 for 2024–25.
The board included the capital-reserve withdrawal in the 2024–25 budget in a roll-call vote recorded as 8 YES on the motion to adopt the withdrawal language. The LRFP amendment authorization was approved in the same meeting and will be submitted to NJDOE as an "Other Capital Project."
Why it matters: the withdrawal moves local capital dollars toward immediate safety and facility needs at the Early Childhood Center rather than relying on other funding sources. The board positioned the action as a short-term fix pending state review of the LRFP amendment, which is required for some capital projects to receive state oversight.
