Texarkana board approves rezoning for Dudley Street convenience store and second home at Old Orr Road

The Texarkana Board of Directors unanimously approved two rezoning measures Tuesday night, clearing the way for a proposed convenience store at 1617 Dudley Street and allowing a second manufactured home at 4620 Old Orr Road (Hastings Crossing).
Jamie, a city planning staff member, told directors the Dudley Street property is an older commercial building at the corner of Dudley and Ferguson and that applicants want to open a walk-up convenience store there. Jamie said the lot does not meet typical C-1 lot-size specifications but the comprehensive plan designates the area as a "walkable neighborhood," which can allow neighborhood-serving commercial uses. Jamie also said the applicant provided a neighborhood petition supporting the rezoning.
During questions, directors raised parking and proximity to the senior citizen center (about one block away). The city attorney told the board such cases are evaluated on a case-by-case basis and that granting a variance or rezoning in one instance does not automatically set a binding precedent for future cases. After discussion, the board voted to suspend the rules to place the ordinance on second reading and later voted to adopt the ordinance; roll-call votes showed support from Directors Roberts, Harris, Jewell, Smith and Assistant Mayor Brewer/Burr.
On a separate matter, Jamie said the 40-acre parcel at 4620 Old Orr Road requires rezoning from R-1 (rural residential) to A-1 (limited mixed use) so the property owners can move a second manufactured home onto the lot. Jamie noted the property meets the minimum acreage requirement (about 2.5 acres per house) and reported no objections during review. The board moved the ordinance through its second and third readings, adopted it and approved the applicant's requested emergency clause by unanimous roll call.
Both rezoning items were introduced as amendments to an ordinance referenced in the meeting as K-286. The agenda also included the consent agenda, on which the board approved meeting minutes and adopted a water conservation and drought contingency plan resolution.
The board ended regular business and announced it would go into executive session. No additional public hearings or appeals related to these two ordinances were recorded during the meeting.
