Alameda County supervisors approve multiple items requiring four‑fifths vote, then recess to closed session

The Alameda County Board of Supervisors approved a slate of agenda items that required a four‑fifths vote at a 2:00 p.m. meeting and then recessed to closed session; county counsel later reported the board took no reportable actions in closed session.

Supervisor Bertram Ruppass moved to “approve the following items that require 4 fifths vote,” reading a list of item numbers that the board had continued from a 9:30 a.m. session. The motion was seconded by Supervisor Tam. The clerk called the roll; Supervisors Marquez, Tam, Meili and Fortuna de Bass were recorded as voting “aye” and President Halbert was excused, resulting in passage of the listed items by the required four‑fifths vote.

County counsel noted for the record that public comment on the four‑fifths items had been taken during the earlier 9:30 a.m. meeting before those items were continued to the afternoon session. “I just wanna note for the record that we did take public comment on the items that were the 4 fifths items that were moved,” counsel said.

After the vote the board opened public comment for closed‑session agenda items and the clerk stated there were no remote speakers. The board then recessed to closed session. On reconvening, county counsel reported that the board did not take reportable actions in closed session; the presiding supervisor then adjourned the meeting.
