State update: special election on congressional maps, Prop 50 fundraising and Medi‑Cal fiscal uncertainty flagged

He also reported that former President Trump canceled a planned immigration enforcement surge in San Francisco after protests and that state leaders criticized the move.
On program financing, Dentis said the California Department of Social Services encouraged applicants to continue applying for CalFresh, noting that recipients with remaining EBT balances could use those funds through November. He said the Attorney General, Rob Bonta, joined a coalition pressing USDA for clarity about its legal authority and reserves — citing at least $6,000,000,000 in USDA reserve funds — and demanding answers by Oct. 27.
Dentis also summarized a Legislative Analyst’s Office report that warns California lacks the fiscal capacity to fully backfill federal revenue losses and that Medi‑Cal — cited as serving roughly one‑third of Californians and totaling about $197,000,000,000 — faces significant uncertainty that could shift costs to counties.
Supervisors questioned how state food-bank assistance would operate; Dentis said some of the announced $80,000,000 in food‑bank support appears to be acceleration of budgeted funds rather than wholly new money. He and county staff said they would seek clarity from state agencies and return with guidance to the board.
There were no public commenters on the state update, and the committee adjourned its October 27 meeting.
