Councilmember Martineau described a meeting of city event planners, police, shops and the Chamber that concluded the city's regular police staffing could be insufficient for larger events during America's 250th celebrations and other concurrent events. The original motion requested $30,000 to cover two parades; after discussion about logistics, parking impacts and contractor availability, a councilmember moved to amend the request to up to $15,000 for the July 4 parade only as a trial. The amendment passed unanimously.
Staff described rental logistics and vendor quotes: an initial quote for aluminum barricades had been reduced substantially under government pricing, and deployment could require a 3–4 day process with parking and staging impacts. Staff recommended renting equipment initially to learn deployment needs before considering a permanent purchase. Council members raised concerns about lost parking for downtown businesses and the need to balance safety and business impacts.
On final vote, the council approved the amended motion allocating up to $15,000 for additional traffic safety improvements for the July 4 parade, to be determined by the administration, the police department and the Chamber. The mayor announced the motion passed 5 to 1. Staff and the Chamber will coordinate logistics, and council indicated they will reassess after the trial.
