Edgewater council sets maximum operating and debt-service millage rates, authorizes TRIM notice

The Edgewater City Council voted unanimously July 22 to set and authorize advertisement of the city’s maximum millage rates for the 2024–25 budget year, including the operating levy and two voter-approved debt-service levies.
Bridget Vassier, finance director for the City of Edgewater, told council the current operating millage rate is 6.33 mills and that the city’s current taxable value is $1,980,687,502. "With the current-year rollback rate, the preliminary ad valorem taxes for fiscal year 2025 would be $10,936,356 at a 95% collection rate," Vassier said, adding that maintaining the operating rate at 6.33 mills would produce an estimated $11,910,864.
The council voted to advertise the operating millage at 6.33 mills as part of the 2024 TRIM (Truth in Millage) notice, a required step under Section 200.069 of the Florida Statutes. Council members also approved advertising two debt-service levies tied to prior voter-approved obligations: the Edgewater INS 2005 (animal shelter) at 0.02 mills, with projected revenue for FY2025 shown as $37,633; and the Edgewater INS 2016 (general obligation debt for the Gopher Parks/Whistle Stop Park project) at 0.1267 mills, with projected revenue of $238,405.
A council member moved to set the operating millage at 6.33 mills, and the motion was seconded; roll-call votes were unanimous. The roll-call recorded the following affirmative votes: Mayor DePew; Councilwoman Gillis; Councilwoman Bennington; Councilwoman Dalbo; and Councilman Powers. Similar procedure and unanimous roll-call results applied to the INS 2005 and INS 2016 motions.
The actions taken direct staff to advertise those maximum millage rates in the 2024 TRIM notice; final millage rates and budget adoption will occur later in the budget process. The council adjourned at the conclusion of the votes.
