Board approves correctional-officers MOU and appointments of retired annuitants for Vallejo support

The Solano County Board of Supervisors approved two labor-related items on Jan. 13: a successor memorandum of understanding (MOU) for the Sheriff Custody Association (Unit 13) and a set of resolutions appointing retired annuitants under state law to temporarily backfill public-safety positions.
On item 7, Niger Edwards, Solano County human-resources director, told the board the bargaining unit ratified a tentative agreement on Dec. 31 and explained the successor MOU would cover Jan. 13, 2026 through Oct. 28, 2028. Edwards said the Unit 13 agreement contains a typical pay-parity ("me-too") side letter and language that lump-sum cash offers, if made, would be inclusive of the terms of the offer. "The recommendation before you today is to approve the successor MOU for Unit 13," Edwards said. The board approved the motion by a 5-0 vote.
On item 8, the board considered 11 separate resolutions to appoint nine retired-annuitant deputy sheriffs and two retired public-safety dispatchers under Senate Bill 1379, allowing retired personnel to temporarily fill roles so active staff can aid Vallejo with temporary law-enforcement services through Dec. 31, 2026. Sheriff Brad Doyle described the legislative requirement and thanked HR, CalPERS and staff for verifying retiree eligibility. One supervisor disclosed a relative among the appointees and recused; the clerk recorded the item as passed 4-0 with Supervisor Mashburn recused.
