Committee forwards bill to require council confirmation of housing administrator

The Committee on Governmental Operations and External Affairs on June 16 voted to forward Bill 1 6 4 to the full council with a favorable recommendation. The bill would amend the Hawaii County code to require council confirmation of the housing administrator, a change the sponsor said reflects the significant amount of public funds administered by the department.

Councilmember Dennis Onishi introduced the proposal and said the requirement would take effect at the next mayoral term as drafted; he later withdrew a procedural amendment that would have expressly delayed implementation. Corporation Counsel staff Renee Shaw told the committee she found nothing in Hawaii Revised Statutes that would prevent the council from confirming a non-civil-service department head, and counsel clarified that charter appointment timelines would apply to any future nomination.

Several councilmembers voiced support for increased transparency and oversight; others said they preferred the council be available to confirm a mayoral nominee sooner if a vacancy occurs. Sponsor Onishi said the bill as written would not retroactively require confirmation of the current housing administrator.

The committee recorded an 8–0 vote (Councilmember Villegas excused) to forward the bill to the full council with a favorable recommendation.
