The committee reviewed community services grant recommendations and an intergovernmental agreement with the University of Illinois on July 6.
Grants manager Chris Walter presented the 2026–27 Community Services Grant recommendations. The available pool totaled $628,131.14 across general grants ($288,000 base), domestic‑violence funding ($200,000), immigration services ($100,000) and leftover state violence‑prevention funds ($40,131.14). The review committee recommended funding 15 organizations across 18 programs and proposed awarding the full allocation. Council members asked about applicant service estimates for several large‑figure proposals and emphasized ensuring Urbana funds primarily benefit Urbana residents. Staff agreed to supply more detailed service‑count projections and eligibility clarifications.
Separately, Community Development staff presented a proposed three‑year intergovernmental agreement that continues a long‑standing practice of city building inspectors conducting annual certified housing inspections for the university’s private certified housing facilities. Staff said the proposed payment schedule for 2026–29 starts at $20,761.71 for the first year with a 3% annual increase thereafter (staff noted attachments and said they would confirm the exact prior year figure on follow up). Council voted to send both the IGA and the bundled grant resolutions to the city council consent agenda. Sola Grama Farm’s application was removed from the omnibus bundle and placed on the regular council agenda to accommodate an abstention; one member abstained from voting on that single item due to a disclosed conflict of interest.
Councilors requested post‑award reporting to show numbers served in Urbana and staff said they would provide follow‑up information where applicants had omitted projections.
