The Adelanto Planning Commission on June 17 unanimously approved a tentative tract map to subdivide roughly 20 acres into 82 single‑family lots, adopting Resolution 26‑06 and a mitigated negative declaration.
Planning staff member Christian told the commission the proposal, Tentative Tract Map 17210, would divide the site north of Bartlett Avenue and west of Stevens Road into 82 lots (79 single‑family lots plus three lots reserved for a retention basin). "The project is to subdivide 20 acres into 82 lots located North Of Bartlett Avenue and West Of Stevens Road," Christian said, and added the site meets the city's RS‑1/RS‑5 zoning standards. Christian said the environmental review produced a mitigated negative declaration that was circulated to interested parties from May 18 to June 16 and that the California Department of Fish and Wildlife provided comments.
Staff recommended adoption of Resolution 26‑06 to approve the tentative map and adopt the mitigated negative declaration. The applicant, represented at the meeting, said the developer is partnering with a builder and will move forward on phasing and construction timelines once approvals are secured, but did not provide a specific groundbreaking date.
Chair Wagner moved to adopt staff recommendations; Commissioner Terry Delgado seconded. The commission voted 3‑0 in favor. Chair Wagner noted the retention basin in the plan could be designed as usable open space—walking paths or parks—to add value for future residents.
The staff report and resolution list the project APN as 045909203. Christian and staff said no vertical development is proposed at this stage; the tract map approval allows the subdivision process to proceed subject to standard conditions of approval. Christian also referenced the state Housing Crisis Act (Senate Bill 330), noting the statute's timelines were a factor in housing approvals and remain in effect through 2030.
Next steps for the project are implementation actions by the applicant, including engineering and infrastructure work and coordination with city staff to satisfy conditions of approval. The applicant indicated they are working with the owner and builder to finalize phasing and timing.
