Board approves $2.50 increase for Green Valley Open Space maintenance, raising assessment to $167.50

The Solano County Board of Supervisors voted 5-0 to approve the engineer's report and levy the 2024-25 assessment for the Green Valley Open Space Maintenance District, adding a $2.50 annual increment that county staff said would bring a parcel's total assessment to $167.50 for the coming year.
James Busick, director of resource management, introduced the item and said the district was formed in 1990 with a companion agreement involving the city of Fairfield and the Solano Land Trust. Principal planner Matt Walsh presented a short PowerPoint and described recent work funded by assessments, such as staging-area improvements, an entrance road and trail maintenance. Walsh said the assessment applies only to developed parcels and that vacant parcels are not assessed until developed.
On the PowerPoint, staff listed recent open-space acquisitions and noted the Solano Land Trust's ongoing work on the Petruino property (parking for 68 passenger vehicles and horse trailers) and other parcels intended to be added to Lynch Canyon Park. Staff also noted a planned ribbon-cutting on Aug. 21 with an opening day on Aug. 23, dates that were listed as tentative.
The board opened and closed the public hearing with no speakers. A motion to approve the engineer's report, confirm the diagram and assessment, and order the levy of the assessment passed by unanimous vote.
No amendments or conditions were attached to the board's approval at the hearing; staff said the funds are used by the land trust for acquisition, maintenance and upkeep of open-space lands within the district boundary.
