The committee voted to forward Bill 165, as amended, to the full council with a favorable recommendation. The ordinance would change the county building parking lot at 25 Aupuni Street in Hilo from a two-hour metered zone to a two-hour (non-metered) parking area; Council member Evans offered an amendment to set an effective implementation date to give the department time to prepare, and the amendment set an intended effective date of Jan. 1, 2025.
Council member Evans said the change was intended to make the county building more accessible to members of the public doing business with the council or mayor’s office. "This is the people's house," Evans said, urging support so people coming to testify or meet with officials are not burdened by meter fees.
Public Works Director Steve Houssey said the county has parking attendants who can enforce a two-hour limit (for example, by marking tires) and noted there are existing broken meters that could be repurposed or covered during a trial period. The department and council discussed practical enforcement tools, including meter covers and tags for people attending extended hearings so they would not be ticketed.
During roll call the committee recorded seven votes in favor, one vote against (Council member Kaguata) and one member absent (Council member Galimba). The committee’s favorable recommendation sends Bill 165, as amended, to the full council.
