TPO adopts FY 2026–31 TIP, designates FDOT as grant recipient and adds RTS capital project

The Gainesville–Alachua County Transportation Planning Organization voted unanimously June 15 to adopt the fiscal year 2026–27 through 2030–31 Transportation Improvement Program (TIP) and to designate the Florida Department of Transportation as the recipient of certain federal 5310 grant funds.
Director Whitfield told the board the TIP adoption (resolution 26-03) incorporated comments received during a 24-day public comment period as well as feedback from advisory committees and FDOT. "Staff is asking for board approval of resolution 26-03," she said. Commissioner Buck moved approval; the motion passed unanimously.
In a separate but related vote, the board approved Resolution 20 26-02 to designate FDOT as the administrative recipient for the 5310 program so FDOT will handle recordkeeping and bookkeeping for those funds. Director Whitfield said the designation will streamline bookkeeping and compliance; the motion passed unanimously.
The board also approved a TIP amendment to add an RTS competitive large-urban capital grant project after Laura Santana, a DOT district liaison, described the request and project numbers as presented for the board’s TIP. Santana asked the board to "approve an amendment to the TIP to include this project in your TIP." Several board members said they supported accepting the funds but asked for better notice and the opportunity to see grant proposals before applications are submitted. Member Hayes Santos, who moved approval of the amendment, said the grant application process had been underway for about two years and praised staff for securing the competitive award. "I just hope that in the future if we're going to accept money that we actually see the grant proposal before it gets delivered," Hayes Santos said.
Board members emphasized the importance of coordinating how federal capital funds would be used across the TPO area and noted portions of some projects serve areas outside Gainesville. The amendment passed unanimously.
What happens next: staff will scan and archive signed resolutions and amendments and integrate the newly added project into the TIP materials made available to the public.
