Senior planner Ivy Bell and principal planner Chris Dawson told the Planning Commission the update replaces outdated tables in the comprehensive plan with project lists tied to the county’s mobility‑fee project list and adopted capital projects. The update adds a new table (Table 1E) allowing mobility‑fee funds to be used for certain studies and smaller capacity improvements (for example, signal studies) and aligns park projects with funding from the county’s Wild Spaces Public Places surtax.
Staff emphasized the comprehensive‑plan tables are not presented as a ranked priority list but as general timeframes; specific construction timing will be finalized through the Board of County Commissioners’ adopted five‑year capital improvement plan and opportunistic grant or fee‑funding strategies. Commissioners asked clarifying questions about ordering, funding sources and the relationship to the Board’s five‑year capital plan. The commission voted to recommend approval and transmittal of the amendment (Z24000010) to state review.
