Richmond council approves zoning change, passes budget resolution and authorizes airport grant

On July 6 the Richmond Common Council passed a zoning map amendment for a proposed multi-family development (5-2), approved a corrected special appropriation resolution, authorized an NDOT airport grant application and referred three appropriation ordinances to the finance committee.
At its July 6 meeting the Richmond Common Council approved a zoning map amendment for a proposed development known as “The Meadows,” passing Ordinance 25-20-26 on a roll-call vote of 5–2. The developer’s representatives committed to a traffic study and to modify site access if the study warrants changes.
The council also approved Resolution 19-20-26, an amended special appropriation resolution correcting the fund source (the packet and Tracy noted the earlier typographical listing of the police fund was incorrect and should be the Board of Works fund); that resolution passed after a motion, second and a voice vote.
Other business: Council suspended the rules to read Ordinances 29-20-26, 30-20-26 and 31-20-26 by title only and assigned each to the finance committee for further review. Tracy said the measures would not come from the general fund: Ordinance 29 requests $57,400 for an ADA website update (software), Ordinance 30 asks for $45,000 for the food and beverage fund (parks department fund 4440) to update fiscal analysis and revenue projections, and Ordinance 31 requests $62,000 to fund a third-party efficiency study for the Richmond Fire Department.
The council authorized the airport manager to apply for a new NDOT runway-maintenance grant of $100,000 with a required local match of $33,000; council moved and approved that authorization.
What’s next: The finance committee will review the three appropriation ordinances and return recommendations; police-vehicle bids will be opened July 16 by the Board of Works with possible tabulation and award on July 23. The council adjourned after wrapping miscellaneous items.
