The Solano County Board of Supervisors on Jan. 27 adopted a resolution recognizing February 2026 as Civil Grand Jury Awareness Month and presented the proclamation to Manuel Hector, foreperson of the current civil grand jury.
Hector described serving on the civil (not criminal) grand jury and noted the volunteer, watchdog role the body plays in reviewing local government operations. Several current and former jurors stood with the foreperson as the board presented the proclamation.
Separately on the regular calendar the board addressed an administrative appointment: county staff reported that following the Jan. 6 annual appointments, CalRecycle notified the county that the Solid Waste Independent Hearing Panel includes a two‑term limit for representatives. Supervisor John Vasquez had reached the two‑term limit and was therefore ineligible to serve. The board rescinded his Jan. 6 appointment and appointed another supervisor as the primary representative; the motion carried 5‑0. Staff noted Solano County has not previously needed to convene the panel.
No public comment was received on either action, and county counsel later announced there would be no report out from closed session.
