Oneida County CJCC approves TAD pre-application to add hybrid treatment court; vote 8-2

The Oneida County Criminal Justice Coordinating Committee on June 11 approved a pre-application for the 2027 Treatment Alternatives and Diversion (TAD) grant that proposes a hybrid treatment court to expand eligibility to lower-level offenses in addition to existing OWI (3rd) cases.
The measure was moved by Mr. Ben Meyer and seconded by Ms. Beth Hoerchler. The motion passed with eight votes in favor and two opposed; Mr. Chad Lynch and Captain Tim Johnson voted no.
Committee materials showed the pre-application packet was circulated to members without a finished budget; staff said the proposed hybrid court would be managed using current personnel and that the group could hire additional staff later if caseloads required it. Mary Rideout and Kaitlyn Black told the committee during the Diversion/OWI discussion that, based on the subcommittee meeting, court staff were supportive of adding the hybrid caseload.
The packet also noted a proposed reduction in the diversion program allocation to $81,567 for 2027 compared with $125,000 awarded in 2026. Staff clarified that the Department of Corrections currently funds the OWI court, while the TAD grant would require a 25% local match; county levy contributions were described as the in-kind local match.
Karlie Pearson of the Regional Office of the Department of Health Services participated via Zoom and was noted as the DHS representative included in the packet. The pre-application was slated to be submitted by the end of June, with applicants expecting notification of results in July.
Next steps: staff will complete the missing budget details, submit the pre-application by the end of June and report back to the committee when DHS announces grant awards.
