Rutherford council refers amended housing element to planning board, approves consent items

The Rutherford Borough Council on Feb. 9 referred an amended housing element and fair-share plan to the Planning Board and approved routine consent matters including a resolution setting procedures for sale of a plenary retail consumption liquor license.
Council president McGowan read Resolution 58 into the record, explaining that the referral is necessary to meet fourth-round affordable housing requirements following challenges to the borough’s prior plan. The amendment clarifies how the borough proposes to meet its obligations and introduces the concept of affordable housing overlay zones in designated areas; the Planning Board will review and recommend next steps before the council introduces implementing ordinances.
Separately, the council approved Resolution 54 authorizing procedures and conditions for the public sale of one new plenary retail consumption liquor license; the motion passed on roll call with all voting in favor. The council also enacted the consent agenda in one motion, stating those items were routine.
What’s next: The Planning Board will review the amended housing element later in February, and the council plans to introduce an implementing ordinance at its Feb. 23 meeting. No final zoning changes or ordinances were enacted at the Feb. 9 meeting.
