Board keeps incumbent chair in 3-2 vote and directs counsel to press outside groups on open-meeting rules

The board then confirmed a chair pro tempore position by a unanimous vote. Afterward, a broad discussion about the countyappointments and outside boards centered on concerns that several organizations receiving county money were not posting agendas and minutes in a way that satisfies open-meeting rules. One supervisor warned that "there are some committees that are not following either the Brown Act or Bagley Keene," and urged a stronger countywide approach to transparency.
As a result of that discussion, the board reached consensus to eliminate standing subcommittees for routine vetting and instead have those items presented to the full board. The board also passed a motion directing county counsel to contact organizations that are not fully complying with public meeting requirements and to seek improved transparency; that motion carried 5-0.
The board did not change the county's assignments to several regional bodies that require county representation, but members requested that agendas and minutes for outside boards be routed to the county clerk and distributed to all supervisors to ensure greater access and oversight.
Supervisor (speaker identified in the record as the motion-maker) said the outreach to outside bodies was intended to protect both the public and county officeholders by making meeting schedules and budgets more accessible.
The board adjourned after several supervisors offered closing remarks welcoming new members and noting issues they will prioritize in the coming year.
