Commission authorizes release of Task 5 to move Sunset Drive design toward construction documents

Commissioners voted to authorize Task 5 within the Placervia/Placerbia contract to advance Sunset Drive design to construction documents (CDs) and asked staff to return with a revised scope and design-guidelines package for the broader downtown district. The vote followed a lengthy briefing by the consultant, who said the contract as written provided construction-document-level work for Sunset Drive but only concept-level guidance for adjacent streets unless additional scope is approved.

The consultant explained the difference between concept plans (illustrative and non‑dimensional) and construction documents (fully dimensioned, engineered plans that can be used to price and permit work). "In essence, the project focuses on Sunset Drive," the consultant said during the presentation, noting that Sunset Drive would inform the look and materials for the rest of the district.

Commissioners debated whether to fund design development on a case-by-case basis where the city will build the improvements versus relying on design guidelines and private developers to implement the streetscape when properties redevelop. The city manager reported available CIP funds and said approximately $1.9 million had been set aside for the project; the additional $310,000 for Task 5 could be drawn from that allocation.

After discussion, the commission authorized Task 5 (construction documents for Sunset Drive), approved direction to the consultant to draft district-wide design guidelines and asked staff to prioritize sections that are unlikely to be developed by private investment for earlier, city-funded schematic/design development. The measure passed on roll call.
