Board members debate pausing Weatherford facade grants, request staff clarify bid vs. estimate rules

"I would like for us to just put a halt to facade improvement grants for now and just let it do its thing," said a board member who framed the recommendation as a discussion item rather than an immediate vote. The board did not enact a pause; instead members asked staff to prepare recommended clarifications.
Ashley Seiler, the city’s director of economic development, said the program was paused for nearly 10 months during York Avenue construction and that staff returned with multiple applications after the pause. Seiler presented program totals and emphasized the need for consistent documentation. "The total amount budgeted for the year for incentives... is $1,000,000 with approximately $300,000 already spoken for," she said.
Lindsay Montgomery, executive director of Downtown Weatherford Inc., told the board that contractors and applicants often treat an estimate as a bid and requested staff clarify what constitutes an acceptable bid and how long estimates should be valid. "If you could clarify some specific things on what you're looking for, as in the difference between an estimate and a bid, that would be very, very helpful for us," Montgomery said.
Board members and staff agreed to place the program-policy discussion on a future agenda and for staff to bring back recommended changes to application documentation, bid requirements and any options for a temporary pause. The board adjourned following the discussion.
