Warrenton board approves Juneteenth holiday, new water and sewer rates and $36,807.89 wastewater change order

At its Jan. 6 meeting, the Warrenton Board of Aldermen approved several routine but consequential measures.
The board adopted Bill 01-26 to add Juneteenth to the city’s list of holidays. Brandy Walters, who presented the item, described it as "just to add that to the list of holidays in the code." The ordinance was moved for first and second readings and the chair announced the measure passed 6–0.
The board also moved and adopted two rate ordinances that had been presented at the Dec. 16 meeting: Bill 02-26, amending section 700.12 to establish sewer-service rates within and outside the city, and Bill 03-26, amending section 705.21 to set water rates for in-city and out-of-city customers. Both measures were called and recorded as passing 6–0.
Public finance officer Megan Welder presented the November financial report. She said water-and-sewer charges were approximately $143,000 below projections primarily because of lower industrial and residential sewer revenues; stronger-than-expected investment earnings, a prior-year grant and asset sales partially offset that shortfall. In the general fund, other revenues were about $81,000 over budget and license revenues were $109,000 above projections, largely driven by a building permit for a new school.
Public works director Guy Jeevers presented a change order for KCI Construction for the wastewater treatment plant: change order No. 5, a sludge-line relocation priced at $36,807.89. The board moved, seconded and approved the change order; the chair announced the motion passed 6–0.
The meeting also included routine reports from Crown’s maintenance director Justin Knowl on park maintenance and an update on water-line and wastewater treatment-plant progress. The board adjourned following those reports.
