Committee forwards amendment adding Emergency Solutions Grant to 2024 action plan, clearing about $272,000 for homeless services

The committee unanimously forwarded an amendment to the 2024 Countywide Action Plan to add the Emergency Solutions Grant (ESG) after staff said the county was offered direct federal funding from the U.S. Department of Housing and Urban Development.
Royce, representing Hawaii County housing staff, told the committee the county expects to receive approximately $272,000 and that the grant would fund street outreach, emergency shelter costs, homeless prevention, rapid rehousing and payment for HMIS data collection. “We are receiving approximately $272,000 for this,” Royce said.
Royce said the state had declined the funding this year and HUD offered the award directly to the neighbor islands; Hawaii County accepted the offer. He explained the county will determine allocations in consultation with the Continuum of Care and will report spending in the annual action plan. On contracting, Royce said some organizations may need new contracts because ESG has different requirements, while others could amend existing agreements if appropriate.
A council member asked whether the funds would go to organizations already contracted to provide homeless services and whether the county would bring details to the council. Royce replied the county will work with the Continuum of Care to assess needs and will present the distribution within the annual action plan.
The committee recorded eight ayes with Member Inaba excused/in route and forwarded Resolution 658-24 to the full council with a favorable recommendation.
The amendment allows the mayor to execute related grant agreements once the county finalizes award terms with HUD and determines subrecipient allocations in coordination with the Continuum of Care.
