Bullhead City launches 2026 general plan update, staff urge public input

Mackenzie Covert, Bullhead City public information officer, and Johnny Louera, the city—planning manager, said the city is updating its 10-year general plan and seeking broad public feedback.
"The general plan is basically the roadmap for the development of the city for growth," Louera said. "It talks about our water usage, our roads, our land uses, so that informs our zoning as well." (Johnny Louera, planning manager)
Louera said each section of the draft includes goals, objectives and policies — for water, transportation, land use and parks — and asked residents to review those sections and offer specific suggestions. Staff noted multiple ways to send feedback: an online form on the city website, several public meetings, and direct comments to the planning office.
City officials listed upcoming public events where staff will take comments: Planning & Zoning Commission meetings on May 7 and May 21 and June 4, a Transit Commission meeting on May 11, and a City Council meeting on June 16. If Planning & Zoning recommends the draft and council approves it, the plan would be placed on the November ballot for voter approval (city officials indicated November 3 was the target election date).

City staff said they will compile public input, revise goals and policies where appropriate, and forward recommendations to the Planning & Zoning Commission and City Council for consideration before any ballot measure.
The next procedural steps are: staff compilation of comments, a Planning & Zoning recommendation, possible council approval, and then a voter decision in November.
