Board approves RESD/ISD budget resolution after ISD budget presentation

The Mount Pleasant Public School Board of Education voted May 4 to approve the Regional Education Service District (RESD/ISD) budget resolution after hearing a detailed presentation from the ISD's finance lead.
Kevin Kolb, introduced by the superintendent as the associate superintendent for business and finance, walked trustees through the ISD's revenue and expenditure outlook and explained millage levies included in the budget: 2.64 mills for general education, 4.2 mills for special education and 1 mill for vocational education. Kolb said special-education and vocational millages are at or near statutory limits and that roughly half of ISD revenue still comes from property taxes while federal grants represent about 13% of the budget.
Kolb reviewed the three-column budget approach (actual 2024-25, amended 2025-26 and proposed 2026-27) and highlighted notable federal and state grant activity in recent years, including cybersecurity grant spending and a Perkins vocational education grant. He projected fund equity trends (a positive balance in recent years and a projected reduction in 2026-27) and warned that hypothetical cuts to Medicaid reimbursements or major property-tax reform would present significant risks to programs.
After questions from trustees about grant reliance, retirement-funding trends and maintenance-of-effort rules tied to federal funding, the board moved and seconded the resolution and took a roll call vote. Trustees (Melissa Isaac; Weadeen Pangle; Andy Brockman; Tim Modikirk; Madison Chapman; Derek Snyder) voted yes and the resolution passed.
The board packet lists the full resolution language and notes the RESD board will take final action on the budget on 2026-06-10; local districts review the budget during May before that approval date.
