Council approves Homequist conveyance to EDA, awards road and parking contracts, signs interim finance agreement and advances administrator pay review

The Lindstrom City Council acted on several formal items on April 15, approving property and contracting actions and authorizing interim finance services while a finance staffer remains on reduced duty.
Homequist property conveyance
Council approved a staff‑drafted resolution to formally convey the Homequist property to the Economic Development Authority (EDA). Staff said the conveyance is a paperwork step required so the EDA appears as the property owner for current mortgage and refinancing arrangements; the EDA has been making the payments and the conveyance will align records to financing arrangements involving the county. A motion to approve the resolution was made and passed.
Road, parking lot and beacon contracts
City staff opened bids and recommended awards for multiple public‑works projects. For an Olinda Trail mill and overlay project, North Valley submitted the low bid and staff recommended awarding the contract to North Valley. For the downtown parking lot paving and striping package, Winberg (Winberg Companies) was the low bidder; staff recommended awarding the paving and striping work to Winberg and awarding the rapid‑flashing‑beacon installation to Forest Lake Contracting (their quote came in below the engineer’s estimate). Council moved and approved the recommendations.
Personnel and finance services
Council reported out of a closed‑session administrative review and moved to advance the city administrator to the year‑3 pay lane retroactive to Jan. 1, 2026; the motion carried with a single recorded dissent. Council also approved an interim finance director services agreement with Abdo through Dec. 2026, not‑to‑exceed $65,000; staff said the firm will bill by task/hours and that wage savings from a part‑time staff arrangement will offset the cost. Council approved the Abdo agreement unanimously after members confirmed the firm will bill a la carte for specific services.
What happens next: Staff will finalize contracts with the awarded firms, complete record updates to show EDA ownership of the Homequist parcel, and begin work with Abdo on a task schedule for interim finance support.
