IBEW asks council whether growth will shift electrical infrastructure costs to customers

During public comment an IBEW representative asked whether new industrial and residential development will require the city to build distribution infrastructure or whether customers and TVA will be expected to provide substations and related facilities.
During the council’s public-comment period Derek Guy, representing the International Brotherhood of Electrical Workers (IBEW), asked city staff whether planned residential and industrial growth on the city’s west side will require the city to fund and build distribution infrastructure or whether the cost and responsibility for substations, switch yards and other delivery facilities will fall to customers or TVA.
"Is the infrastructure progress going to be left upon the customer to make sure they get that power to them, or is it going to be the city?" Guy asked, specifically noting the anticipated increased power use from industry and housing. The manager indicated staff would follow up with him after the meeting.
The question reflects a practical concern about how major development and industrial load will be served and paid for; council and staff did not provide a full financial plan during public comment and directed the commenter to staff for follow-up.
