Commissioners objected to several technical items in the first draft: several said a 100‑sq‑ft minimum bedroom is too small and asked staff to examine 150–200 sq ft comparables; others urged a clearer differentiation in bedroom caps between TODA and TSNA subdistricts and requested more realistic parking ratios (Miami‑Dade County examples and a local development called Vox were cited). City attorney clarified that the draft included a one‑bathroom‑per‑student rule in the definition.
Developers and attorneys who commented during the public hearing generally supported the ordinance as market‑responsive but urged staff to refine the technical standards before second reading to ensure financing feasibility and to avoid unintended consequences. The commission voted 4‑0 to approve first reading and directed staff to return with refined boundaries for permitted locations, comparables on unit/bedroom sizes, and additional parking analysis prior to second reading.
