South Miami CRA unanimously approves transmittal of draft redevelopment plan to Miami‑Dade County

The City of South Miami Community Redevelopment Agency voted unanimously, 5–0, on April 21 to transmit a draft Community Redevelopment Area (CRA) plan to Miami‑Dade County for review under Section 163.36 of the Florida Statutes.

City Manager Rangel presented the item, telling the board that the purpose of the meeting was to approve sending the draft plan to the county planning review process and back to the city’s local planning agency for final action. He noted that on March 3, 2026, Miami‑Dade County adopted a resolution making slum-and-blight findings and authorized a limited transmittal and delegation to the city CRA.

Chair Fernandez asked when the county planning board would next convene to consider the plan; Manager Rangel said the county’s schedule was not immediately known and that staff would follow up with an update. The chair described the action as important for future revitalization of the South Miami district and moved the item. A board member seconded the motion and the clerk called the roll; the vote was recorded as 5–0 in favor.

The board briefly adjourned and then reconvened to provide an offered opportunity for public comment on the resolution. The clerk reported there were no in-person or online comments; the chair said he would repeat the motion to ensure the record was correct. The chair moved again, a second was recorded, and the board again voted 5–0 to confirm transmittal.

No formal public comments were received during the meeting. The board took no additional action on amendments, timing of implementation, or funding at the session; those issues will be handled in subsequent county and city planning reviews.

The CRA meeting adjourned after the second recorded vote. The manager said staff would notify the board when the county has scheduled review by the county planning board.
